Earmarks or Just Plain Pork?

The issue of earmarks is once again at the forefront, and the opposing sides are gathering their forces and arguments. Most see it as an issue that should have already been decided. You either believe it to be a benefit or see it as a scar on the political process; there’s little gray area in between.

 

While most politicians are quick to point out that “pork-barrel” spending, aka: “earmarks” is only a tiny fraction of the budget, what they fail to acknowledge is that the only way to get spending under control is to chip away at the budget in small increments. We’ll never achieve a balanced budget by slashing out hundreds of billions, but could possibly reach that goal if our “leaders” would just begin with a methodical approach to make small cuts in all areas of spending.

 

Let’s examine some of the arguments against banning earmarks:

John - There's a familiar saying ... if it walks like a duck, talks like a duck ... then it's a duck.  A less well known one:  if it squeals like a pig ... its either Deliverance or pork!  Cost reductions must start small ... the larger ones will take much longer.  The hardest part will be the attitude:  "Yes we need to reduce costs, but my program is too vital to be reduced ...."

John, the republicans that just got in are on probation, they are going to be watched carefully and this is one of the issues marked for scrutiny.

I think the argument is that...

  • There is going to be a specific amount of spending...
  • The "earmark" targets WHERE the spending will go rather then allowing it to go untargeted...
  • Spending is not increased by the "earmark", rather it is just forced to go where Congress directs it...

I honestly don't know if that is the case... and obviously there is wasteful spending if there is enough money in the budget for these stupid programs and projects. 

I think the ONLY way to get past this is to tie spending to a percentage fo GDP... the same percentage that taxes are tied to... and then let Congress fight over where the limited budget is going to go...

Lois - And I can't say I have much confidence that the Republicans will suddenly become "leaders."

William - And that's the problem.

Lane - And ALL spending must be reduced.

The reason I think earmarks are a problem, has nothing to do with the amount of spending, rather it's use as bribery money for buying needed votes.

The cost of the actual earmark is pretty minimal, but the cost of the associated crap, that only got through the system because of an earmark, is pretty staggering.

Lane - The (relative) low cost of earmarks is one of the arguments supporters use, but as you point out; there are lots of strings attached.

I have always thought that the entire process of how they develop and present a bill should be regulated.  It should be no more than 100 pages, and at 12 point type style.  (That way the bill stands a good chance of being read). The bill should be subject specific, rather than everyones free for all to add earmarks on it and call it a 'housing bill' when it has 1 billion dollars for blueberry research, and 500 million for sex education schools in India. 

But I have run businesses, and organations that use common sense.  Government procedures never make common sense.  If an employee ever came to me with a proposal that is so often the composite of one of these bills, they would demoted, replaced or terminated.  (Ironically that seems to be what the American people did in the last election.)

I remember a speech by Ronald Reagan where he was addressing this issue of garbage being added to bills, making his case for the line item veto.

I agree with Michael that a bill should be subject specific with no extraneous spending. I had read the same thing Lane brings up above- that the money will still be spent but by someone else.

What the federal government really needs to do is only spend money that is necessary. Senator Levin of Michigan brings home the bacon for Belle Isle (as an example). It's not up to the federal government to support Belle Isle in Detroit Michigan. If we charged $2/car Belle Isle would be self supporting. Much of what the federal government funds are state issues.
