In Delaware County, the city of Chester has been undergoing some incredible changes. Specifically, s noted a new casino and professional soccer stadium have enabled the City to make some tremendous gains.  At the Second Chester Economic Development Summit held last week. David Sciocchetti, executive director of the Chester Economic Development Authority, noted that Chester "is much better positioned to go forward from an economic point of view." In Lower Chichester there is some wrangling over the 2011 tax spike  Commissioners adopted a 2011 preliminary budget totaling over $2 million, reflecting an increase of 1.2 mills over the 2010 budget. The proposed millage is 7.02, and a resident with a home assessed at $75,000 can expect to pay $526.50 in township real estate taxes (an increase of $90 over last year). The sewer fee is also expected to increase from $310 to $330 because of costs associated with sewer maintenance.
