For Cook County taxpayers things are looking grim. The Illinois Department of Revenue announced the 2009 equalization factor of 3.3701 for Cook County real estate - an increase of 13% above the 2008 factor (2.9786). This equalization factor has affected all 2009 second installment tax bills due December 13, 2010.
