    Contact a plumber. Plumbing is the first and foremost part of winterizing a property per the guidelines released in 1997 by HUD, which were still in place in 2010.



    There will be an itemized list for winterization provided to the property manager or agent with specifics on winterization that they will obtain directly from the asset manager for HUD.



    When it comes to plumbing, the property manager is expected to instruct the plumber to clean all toilets in a property and drain all plumbing systems, to include the hot water heater.



    Payment for services will then be issued by the manager of the property, at which point he will contact the asset manager for HUD in order to receive reimbursement.

    Contact the local water provider. The city in which the property is located, that manages the water bill for a property, will need to be instructed to turn off the water at street level in order to be compliant with winterization guidelines. The water cannot be turned back on until the home is under contract, at which point, the manager of the property will coordinate with the city for return of service in order for a buyer to complete inspections and closing. After closing, the bill will be transferred into the buyer's name.

    Contact a local heating and air conditioning specialist. Winterization guidelines clearly indicate that heating and air conditioning units be cleaned, serviced, and drained. As with plumbing systems, this is a preventive measure to stop the potential damage from leaks or issues with the electrical system.



    Unlike plumbing however, the furnace is expected to stay on at a level of 55 degrees.



    Similar to the hiring of a plumbing professional, the property manager is expected to compensate the HVAC servicer for his time and work done on the property, and then submit the invoice to the asset manager for reimbursement. The property manager is also responsible for maintaining power to the furnace and paying the monthly invoices to the local power company provider. These will also be reimbursed by HUD when invoices are presented to the asset manager for the property.

    Take photos of all work done for winterization. HUD requires that all properties be inspected on a weekly basis while they are vacant. In order to receive compensation for work coordinated on behalf of the property manager it is her responsibility to document work, and take photos of all items completed to submit with an invoice. Once these steps have been followed, a HUD property is winterized per the guidelines issued in 1997.
