The answer, Prescott AZ.  Prescott was named the capital of the Arizona territory in 1864.  It held that status until 1867 where it was moved to Tucson.  Prescott became the capital again in 1877 and lost the capital status to Phoenix in 1889.  The first territorial capitals governor's mansion, is located at Sharlot Hall Museum grounds in downtown Prescott.  The first Territorial Courthouse building was completed in 1878.  The first courthouse was torn down in 1916 and replaced with the present day Courthouse.
