Actually, 10 to 15 years isn't unusual for a technology standard to mature

look at things like BlueTooth, SMS, they all took a decade or more

part of it is that mobile / smart phone usage wasn't at a point where there was the consumer penetration to make it something that was interesting to marketers

now that everyone is connected, being able to link to something online with a phone is much more intersting now.
