In case you missed it …

Tuesday, Texas REALTORS® from around the state came out in force to the 2011 Hill Visits. Attendee feedback has been overwhelmingly positive, and from the association’s perspective, the 2011 Hill Visits were a resounding success.

 

Because of the nature of the event, the numbers are not exact, but there were almost 2,000 official registrants, more than 2,000 lunch tickets sold, and over 100 comp tickets collected from legislators and their staff.

It was our day—officially

SB 18 passes

Eminent domain was the topic of the day on Wednesday.

 

After hours of floor debate and a few successful amendments, the bill unanimously passed to third reading.

A different kind of energy field

Wednesday, staff testified on HB 2429, a bill by Rep. Mark Strama (Austin) that would require MLSs to include a data field regarding the energy efficiency of a residence or building on a listed property.

 

The association is opposed to legislation that regulates MLSs.

 

The first card is played

The House released preliminary redistricting maps Wednesday.

 

Rep. Burt Solomons (R-Carrollton), who chairs the House Redistricting Committee, provides key points of the proposal in this PDF.

 

Solomons has also scheduled public hearings for the Redistricting Committee—one was earlier today, Friday, April 15. The next chance will be Sunday, April 17 at 2 p.m. in E1.030.

Reader question: Why does the process to pass a law seem so slow?

 

Liaison answer: There are several reasons. For one thing, the process in Texas is designed to kill bills—not pass them. Also, a regular legislative session is 140 days, the first 60 of which may not be used to pass legislation unless the governor declares emergency items, which he did this year.

 

Mostly, though, getting bills through each chamber can be an arduous and time-consuming task. Just getting a bill drafted can take weeks.Then it must go through committee, which includes public testimony, and be referred favorably to either the House or Senate floor. If a bill does manage to make it through, say, the House, it still must get through the Senate … where the process starts all over again.

Despite what seems like a sluggish, drawn-out process, things move quickly at the Capitol and can change at any time.
