In my opinion; Humboldt County, California (and all the cities with in the county) should adopt an ordnance that requires that; a history of all building permits be provided to the buyer for their review each time a home is to be sold.
If adopted, the ordnance would provide valuable information to buyers and would help to prevent buyers from purchasing property that has illegal additions, incomplete permits etc. that effect the value of the home they are purchasing.
Many buyers with the assistance of their agents do review the permit file. However, not all property transfers are handled by agents and some agents do forget to check. By requiring the review to be signed by the buyers at the time of the close of escrow, many problems would be avoided.
In addition; having the permit history available for the home inspector, pest inspector, roof inspector, well and septic system inspector etc. could make their job considerably easier.
The next time you have the opportunity to talk with your Humboldt County Commissioner, bring up the subject for discussion.
