Over regulation and too much nanny state leads to looking for loop holes. Everytime you try to cover every potential loophole you end up with a monstrosity of a law.

IMO, it comes down to: Personal responsibility. No one seems to want to be responsible for their actions....blame...blame...blame, but never is it MY fault.

Thanks for passing this one on.  It really says a lot about the times we live in when any law (let alone something regulating a simple product like cabbage) takes 20 times as much explanation as our Forefathers took to justify Revolution.
