I have written a couple of remarks on Agency Responsibility Act and I think I need to clearify what I was saying. I am not saying we need to have consumers required to buy or contract for a certain level of broker. The consumer should be able to hire to whatever level of service they require. I am saying that the agent should be require to perform some basic services. Should the consumer wish to not have the minimum service they should be able to hire someone to do just advertising etc. When that happens there needs to be a full disclosure of exactly what the consumer is going to get in the way of services and what they are not going to get.
The issue is not one of requiring specific services but it is one of disclosure.
