Vents and places where there is a breach to the outside should be checked for gaps and plugged. The insulation should be dry and intact. If you see damp spots, there could be a leak from the roof. Inspect the joists to look for any damage.

The electrical components and ducts that are in the attic can tell you whether there are problem critters that reside there. Look for frayed wiring, loose or missing insulation, and actual nests. Mice are famous for starting house fires in an attic when they short out the electrical system by chewing on the wires. Move down into the house and go from window to window and door to door checking for drafts that exist around the frames. Windows should have glazing intact around the frames. Make sure the weep holes are in the frames to allow moisture to drain out and be careful not to seal them up when you caulk for drafts. Thresholds with drafty areas can be easily remedied with an inexpensive door sweep.

Place weather stripping around doors and windows and put on the storm windows if winter is approaching. If you must replace windows, put in double panes for even better results. A double paned window with an additional storm window is a good barrier against cold winter winds. Insulate the floor under the main living area if possible. If there is a basement or crawl space, that’s easy enough to do. Place insulation or foil coated foam board between floor joists on the basement ceiling. The new green solution is to place barrier foil bubble wrap under the floor as a vapor barrier and insulator. There are all sorts of solutions to make a house more air tight to the elements. Even on a low budget you can make a big difference.
