A friend just sent me this today.
It is the Whip's Policy Brief as released by The Office of the Majority Whip (Policy Brief - Property Tax Reform.pdf).
It looks to me that for the most part there is a little bit of something for everyone, especially for those folks who have been in homes for quite some time. I think they benefit the best.
