Regarding dogs, if there are common areas and the HOA carries insurance they probably have no choice in not allowing some breeds. I ran into this with a mobile home park - the park owner seemed pretty reasonable at considering exceptions from the rules and and regs, but could not do so with the dogs. We had one buyer that had a dog that was part pit-bull. I know even some regular home owner insurance companies require riders.
HOA have some good purposes, but I know in my area of Florida some neighborhood HOAs do not allow trucks...IE: Pick-up trucks. I found this out when I first moved to florida and was looking for a rental. I pulled up in my Pick-up and the rental agent asked if that was my vehicle, I said YES, and she said sorry, the association won't allow you to live here unless I want to park my truck off site. This is totally rediculous since MANY pickups are more expensive than nice cars. I had a plain F-150 with no company name on it, no tool carrier, just a new Ford pick-up.

When we bought our house we were so glad that there wasn't an HOA. The HOA's around here are quite restrictive and when you have property (over an acre) like we do you want to do whatever you want with it without asking for permission.
It's amazing how different HOA's are across the board and what some can get away with while others cant.
