Should residents have to pay to see town regulations?

If you follow, or have come across our blog, then you probably know that we are in the midst of a series. We are attempting to write about every town in Massachusetts and New Hampshire that we may service. This allows people in the area to understand wells, and the strange local regulations they may have. However while doing this research I have come across a strange event.

Residents in certain towns must pay a fee to see their local regulations. (This is entirely based on the town’s idea, and NOT something the state has suggested, or enacted.)Granted this fee is only $5.00 so it is easily payable. However I do not see how this could possibly be acceptable. Shouldn’t every resident have the ability to know and look at what kind of regulations they have in their own town? I feel if the were to charge they should charge for the booklet of information, but put it up for free online. After all they already have the website, and uploading documents won’t cost them a penny.

How do you feel about this situation? Is it okay for towns to charge residents to see their own laws? Does anyone else live in a town that has this sort of system?I cannot possibly understand why the citizens or anyone would find this acceptable. Perhaps someone here can enlighten me.
