it was noted that the State of Illinois has a new energy code for 2013.
Yes, according to laws already on the books for the state of Illinois, on January 1, 2013, the state of Illinois implements the 2012 IECC. The good news is that, at least in one area, energy efficiency, the state is not behind the 8-ball.
If you have not seen it yet, the Alliance for Environmental Sustainability (AES) has created a great matrix that outlines the major items of 2012 IECC to Energy Star version 3 as well as LEED for Homes, 2009 IECC and Passive House.
Previously noted, there are five major reasons: Comfort, Control, Efficiency, Value and Ease of Adoption that this transition is substantially beneficial than complacency. Simplistically, if you've had a house (or an apartment) with old windows, and you have lived in a cold climate (or atleast experienced winter) think about how cold you get when you are by the windows. This is an experience of poor thermal performance of those windows. It doesn't have to be that way, but to the uninformed consumer, they don't know any better.
By transitioning to a new energy code, those individuals in Illinois acquiring new residences will benefit by having lower cost of ownership because of the improvements. And we all know that everyone likes to keep more of their dollars in their pocket!
