yucky!  I don't think those are very pretty at all.  Maybe they are there to keep someone from falling out the window.

If that's a burglar bar (and it likely is) hopefully it is up high enough to be the deterrent as that stucco is so crumbling it would be easy to chip that grill out of the wall.
