One possible negative to this property is that it backs up to Hughes Road, a very busy street. There may be some traffic noise.

The aerial photos indicate some space, a privacy fence and tall evergreen plantings between the house and Hughes Road. These will all serve to mitigate traffic noise.
Regarding your questions;
Does this neighborhood have covenants?
I would have to research courthouse records but we can reasonably assume there are covenants regulating construction and possibly finer points.There is not however a HOA so we could anticipate lax enforcement. The City of Madison does however have a reputation for enforcement of nuisance ordinances.
Underground utilities?

Our last house was roughly 20+ years old, and although we loved it, it seemed to limit the younger, vibrant families that would have children the same ages as ours. Second to the school district we select, finding a neighborhood with a larger number of families having younger, school-age children, the better.

You are correct on the age of a neighborhood in relation to the number of children. Another factor is the price point. I see a trend of young families purchasing more entry level properties. The best gauge of neighborhood demographics is a warm weekend afternoon walk through the neighborhood talking with neighbors and looking for big wheels, skate boards, trampolines and vehicles that are obviously teen owned.
I've seen the house from the street but not the inside. The area is good. The neighborhood is a little older and there are not curbs and sidewalks or underground utilities but it is a nice, save neighborhood from what I can tell. The listing says possible foreclosure so there is a distressed owner.

Here is the listing history. It looks like they started out WAY to high on price, then the listing became "stale" and didn't get the attention and traffic it needed to sell.
