After all the rain we have had so far this year, it has been a challenge to get out to any of the rooftop patios around the Twin Cities. We have had a few pop up over the last year that are providing a fun new experience for the Twin Cities dining patrons. I have decided to get out this summer with friends and family and check them out and will be writing about them regularly here.

My first stop on the Twin Cities rooftop patio series was Restaurant Louis (pronounced Louie). A little history about this building. Restaurant Louis is the newest addition to the Cosetta's new family of restaurants. Cosetta's started out in 1911 as a food market in the Little Italy section of St Paul, near downtown. Since 1984 Cosetta's has had an eatery and deli that has been very popular for it's pizza and most famous for me for it's Mosticioli. Last year Cosetta's embarked on a huge remodeling project adding a Paticceria (bakery) and the third floor with the Restaurant Louis, which has the rooftop bar as well.
We visited last night, on a Sunday evening and the bar wasn't too crowded although all the tables along the edge that were in the shade were taken, but after about 20 minutes we were able to get on that vacated. First of all the view is fantastic. On one side you have the view of the Cathedral of St Paul and looking to the southeast, you have the view of the many trees along the river and the bluff on the West Side. I can just imagine how beautiful this view will be in the fall with the leaves changing colors.
This rooftop patio has a bar menu with a reduced drink and wine list as well as small plates. The small plates were good because we were able to try several different plates and check out the food. We ordered the Carpaccio alla Cipriani, the Arancini Tradizionali and the Rigatoni Norcini. The Carpaccio was fantastic. It has a good sized salad on top of the carpaccio with argula and a fantastic dressing. The Arancini was delicious. It's a fried rice ball with meat, cheese and 5 peas inside each ball, which represent each of the brothers. Kind of cute. I have always loved the Mosticioli at the Cosetta's eatery so I was a little nervous about trying another pasta dish because I was afraid it wouldn't be as good, but I was pleasantly surprise. The cream sauce was not too rich, just the right amount of garlic, the rigatoni wasn't overdone, overall delicious.
The service was great. Our server was a very friendly and personable and I would recommend this rooftop patio to anyone.
