Laurie - I haven't heard about Operation Fresh Start.  Is that something local . . or is it national?  i also haven't heard about Silent Second Mortgages.  Who handles those?  Have a great week!

Hi Meg,

Operation Fresh Start was founded in Madison, WI, over thirty years ago.  OFS was started by a local police officer. He observed young people, without channels for their energy, getting into trouble.

He created a system for them to rehab houses. His program grew and grew...  

Today, OFS serves disconnected youth by guiding them to complete high school, to further their education, to be responsible for their health and well being, to be responsible members of their community, to be valuable employees, (in some cases) to improve their parenting skills, etc.  Operation Fresh Start successfully supports its participants in establishing and developing their own lives.

OFS crews work on rehabs as well as new construction properties, to resell to families at or below 80% of county median income.  Government entities offer the 'Silent Second' Mortgages on most of our properties making them more affordable to the target buyers.  The mortgages stay in second position, with no interest, and are due on sale or refinance.

In the 90's, then Governor Tommy Thompson replicated the program throughout the state. 

OFS works because everyone involved takes these commitments so seriously.  The point is to empower young people who have gotten off track (often 'derailed' by others), to take control and be effective.  The benefits are endless!

Yeah, so, my previous comment was deleted...but, I won't that stop me from warning others...the basement leaks on this property and the driveway has HUGE cracks in it through which the water leaks into the basement.  Unfortunately, no one bothered to fix this, and now you have a new house with a water damaged basement, prone to future leaks. How can a low income person manage such a large mortgage on a home with a leaky basement?
