The following information is current as of Friday 8-23-2013 and will help you understand today's best mortgage rates. The market closed Thursday with an IMPROVEMENT to pricing.  Thursday's IMPROVEMENT netted a change of 13 basis points (bps).

Advice:
Losses this month in fixed-income markets are making 2013 among the worst years on record for U.S. investment-grade corporate bonds, even exceeding 1994 when the Federal Reserve shocked investors by doubling benchmark interest rates in 12 months.
 
My position on MBS stays Neutral.

Market Commentary (Dan Rawitch)

New Home Sales were crushed AND inventory soared. A small sign of what higher rates have caused, just wait until next month when many other economic slow downs beging to reveal themselves. At some point, the Fed must absolutely say, "JUST KIDDING" about tapering OR, face the harsh realities that all of his stimulus has done nothing except kick a very large can, down a very long street.
 
I dont see the latter happening!
