You may not know it, but Microsoft offers some great high end FREE development tools.

Visual Web Developer 2008 - Express
http://www.microsoft.com/express/download/#webInstallScroll down and Choose download on the Visual Web Developer 2008 box. (there is a free version of SQL Server here also).
These are nice tools, really feature rich, a little hard to use at first for a novice, but they really pack a lot in.
