It's really just a fund raiser for the local WCR Chapter. They have a contest of hats in addition to a fun mock horse race that's run on the video screen. Horse sponsors win bottles of champagne and participants can bet on horses. Winners get tickets they can use to bid on door prizes. It's quite fun.
