Well it doesn't fit. What in the world should I do? Should I get the proper size breaker or should I give it a haircut?

Let's just trim a little off and it'll fit. Breaker Breakek 1 9

I saw the same thing the other day for the first time.  The panel you inspected looks older than the one I inspected.  Maybe that Floridian electrician moved to California?

Guess after the haircut you better change those breakers to 20's. lol

Hope you commented on the multiple taps on the breakers next to it.  Oh well, it's a Zinsco and will be replaced; maybe.
