Queen Creek Mourns the Passing of Assistant Town Manager

 

The Town of Queen Creek lost a local government leader this week with the passing of Patrick Flynn, 65, who died at his Tempe home on Saturday, Jan. 3. Flynn had been serving as the Assistant Town Manager and Chief Financial Officer (CFO) since Sept. 2006.

 

Flynn was hired as the Town’s Assistant Manager and CFO after serving the community as a consultant for several years. Prior to joining Queen Creek, he had served the City of Tempe for 17 years, eight of them as the Deputy City Manager.

During his tenure with Queen Creek, Flynn guided the Town through the finance and purchase the Queen Creek Water Company and H2O, Inc., created a funding mechanism that enabled the creation of the Town’s Fire and Medical Department, guided the community’s finances to higher ratings than ever before, and implemented strategies for keeping Queen Creek financially stable, which was especially crucial during the recent Great Recession.

Flynn’s financial experience and talents benefited all aspects of the Town’s operations. During his tenure, the Town won much recognition for excellence in governmental accounting. His passion was educating residents about how taxpayer dollars are invested, helping them to understand how these strategies improve their quality of life.

“Patrick was one of the most dedicated and humble public service professionals I have ever had the pleasure to meet and work with. His sense of professionalism was unmatched, and the Town could not have had a better financial advisor, particularly during our tough financial times in recent years,” said Town Manager John Kross. “He was a wonderful family man with an engaging personality and incredible sense of humor. I will miss him a great deal.”

“During the toughest economic time for our community, Patrick was a beacon of light, offering financial guidance, optimism and strategies that kept our taxpayer dollars safe,” said Mayor Gail Barney.

 
 


Flynn is survived by his wife, sons, daughter, grandchildren and other family members. Services have not yet been scheduled.

With Flynn’s passing, Kross announced today that he has appointed Bruce Gardner as Interim Assistant Town Manager. Gardner has served as the Town’s Workforce and Technology Director for the past four years. He has been with the Town for a total of eight years in the roles of Human Resources Director and Human Resources Manager. David Boggs, will continue to serve as the Town’s Interim CFO until a permanent employee is hired.
