While this idea sounds good, the math doesn't work unless people start using less oil overall. The way that oil and gas is distributed makes it very difficult at least to determine where the gas that you are putting in your car comes from oil wise.
My suggestion would be to write your congressmen and demand that they embrace hydrogen. Did you know that in 1969 the US government produced a hydrogen powered vehicle and tested it under the most difficult of circumstances available....on the moon! Yep, that's right. The lunar rover was a hydrogen fuel cell powered vehicle. Also the space shuttle's electronics are powered by three hydrogen fuel cells. BMW and other manufacturers have hydrogen powered vehicles ready for production...all they need is a distribution network of hydrogen stations.
Why aren't we driving hydrogen powered vehicles today? I don't know...ask President Bush! Oh, by the way...the only emission from a fuel cell? Water!

We have to start somewhere. I used over 50.00 in gas this weekend showing homes.
The companies using Middle East oil would have a problem finding somewhere else to buy it. Other sources could not supply the volume that is needed.
A better solution is to reduce US consumption of oil period.
