Why Are Some Homeowners Arrogant About Building Codes
This is another classic story where a waterfront homeowner who was building a home along the RI coastal shore did what they want. Now this is going back over a dozen years now. There is a process in RI real estate to build along the coast that becomes very intricate because there are so many state and local agencies that must be involved. You can not ignore any of them...anyone of them can kabash a home build. You have the town, Coastal Resource Management Council and RI Department of Environmental Management. All can be a struggle, take lengthy reviews, demand change in structure & you need to abide by all of them.
Every time I go across the Jamestown bridge from North Kingstown to Jamestown RI, I see the house. Finished waterfront home sitting on the oceanfront of Narragansett Bay and noone living in it. It has always been empty.
Another case where a homeowner would not follow the town and state regulations. As he saw it...my property is my property and challenged the state and town in court. A million dollar plus home that never was given a Certificate of Occupancy (CO). Believe me they never let this owner put anything in that house or live in it even for one night. It sits there on the bluffs of North Kingstown sadly. Never has it been for sale (who would insure it?!) and never resolved satisfactorily. The word is it really needs to be torn down because it was not built to hurricane standard codes among other issues.
Do you think this homeowner felt a bit of arrogance here? Never made it to the supreme court so there must have been some real stumbling blocks for this out of state homeowner to get past. None of which he did. So it has become somewhat of an eyesore in the neighborhood of Plum Beach where it is located. I always wondered if it was stripped of its copper pipes too?! Such a shame to waste such a beautiful site (and sight)! I still do not know....
