Who is responsible for this "weed" problem.

      My friend lives on a flag lot in San Bernardino. Between the driveway and the neighbors blockwall is a slope owned by the neighbor. This slope  is always overgrown   with weeds. She has already had a discussion with the neighbor about their weed situation. The neighbors are not able to see the unsightly mess from their front yard, (which is, incidentally, beautifully manicured) nor do they use the driveway.

 

The last time She spoke to them and asked them to weeds on the slope, they grudgingly complied, but she don't think it should be up to her to be policing this every few months.

She very concerned about them turning into a fire hazard in the summer.

As we all now neighbors sometimes can be difficult. Maybe your friend should just use a lawn mower to knock down the weeds?? Not a solution for sure.

I would suggest that she ask the neighbors for permission to take care of this area for them.  Much more likely to get taken care of to her specifications this way.

Our County has rules and regulations even concerning weeds and not mowing your lawn.  If the grass is taller than 6 " in town, you get a warning.  If it isn't mowed within a specific amount of time, they will hire someone to mow it for you and you now have a lien on your property.  When you sell, it gets paid.
