
The Cowan Civic Center opened in 1998, bearing the name of Kenneth Cowan, Lebanon's late mayor who began the dream of such a facility.
The Civic Center has a 46,000 square foot exhibition hall, which is host to such events as ice shows, rodeos, conventions, and trade shows. The hall can seat 5,000 people. A 675-seat theatre is used for everything from theatrical productions to musical concerts to corporate seminars. Both the theatre and exhibition hall feature state-of-the-art acoustics and lighting.

Additionally, the Civic Center is equipped with an NCAA approved lap pool and a gymnasium with a regulation size hardwood basketball court. Adjoining the gym is a room with a rubber "sports" floor, used for tennis, volleyball and walking. A wellness center includes treadmills, stationary bicycles, and a weight machine. A one-mile fitness trail is located outside and circles around the grounds.
The Cowan Civic Center also has three small meeting rooms, which can be combined with the Grand Foyer for meetings, receptions, and banquets.
Up until last week, the Civic Center was open for memberships, or for a very small fee, you and your family could use the facilities. However, with the passage of a recent bond issue, that has all changed - the Cowan Civic Center facility is now FREE to Laclede County residents. Use of the pool, wellness center, gymnasium and other services are now without charge.
