To Pee or Not To Pee...That was the dog's Question

I need a little advice from anyone with experience with pet odors.  I have a home I just closed on that smells of cat or dog pee!  The carpets have been removed and I am down to the wood sub-floor.  I have sprayed with a pump sprayer straight germicidal bleach several times.   This really cut the hit you in the face smell and I suppose it is clean at least but still has an odor.  I can't proceed with new tile, carpet and the works just to have it all smell like Pee.   I then tried straight ammonia, (I know you are not supposed to mix the two but it had been about a week later).  I told myself today, monday, I would rip out the floor if I go over and smell pee.... and I did smell it today but am just gun shy to pull all the floors and go through that expense if I don't have to!   Does ANYONE have a good trick?  Any paintable odor sealer, a chemical I could try?? 

Please let me know what you think,  I need to move and get this finished.
