I think Rahm forgot to Read Mike Royko's book " The Boss".

Because things are getting real ugly here in Chicago. Last week Rahm was in Washington, DC attending a Mayor's Conference and while away Governor Rauner starts saying the State is going to take over control of City Schools through bancruptcy action. Can someone please tell me how a State which participates in a Lottery System can be in such financial mess? Where is all the money going?

The lottery only provides a small amount but the claim it is most of the budget.

I can only go by this.

A small township has reduced it's over head by turning down several bids for some types of improvements. They reopened the bidding process, all the same bidders came in lower than the original low bid and 4 new ones also bid. Saved almost $400,000. We need to stop the runaway spending and give aways.
