"Which Areas Have The Lowest Property Tax" Is The Wrong Question

Every year around this time we see headlines about property taxes."Which counties in NJ have the highest, lowest property taxes?" is one from NJ.com. "See what town had the highest property tax rate in Bergen County," is another.

Headlines like these are deceptive - written expressly to get attention rather than inform the public.

The problem with these headlines is readers infer these areas have the highest/lowest tax rates, when it couldn't be further from the truth.

In the case of one of the aforementioned articles, the first paragraph identifies Alpine, NJ, as having the highest average tax bill. While that is true, the article fails to mention the average home sale in Alpine over the last 12 months was $3,939,944. Or that Alpine has the lowest effective tax rate in Bergen County

And Carlstadt, which is identified in the article as one of the areas with the lowest tax bills, has a tax rate over three times that of Alpine.

Wouldn't you think some mention of home values in an area would be relevant when you're talking about who pays the highest taxes?

The table below shows that actual tax rates of each area in Bergen County. And even more importantly, it lists the Effective Tax Rate. The latter takes into account that assessed values are not equal to market values. One town may be assessed at 95% of market value and another at 80%. They may have the same tax rate, but because the assessments are lower in the second town, the effective tax rate is also lower.

Property value plays a big part in tax rates. I know some states have school tax rolled into the taxes they pay every year. It also makes a difference between condo and homes. Yeah, the headline can be very deceptive.

Margaret: Most state departments of taxation or revenue prepare reports that list the effective tax rates for cities and counties statewide. Your local assessor should be able to tell you how to get the lasted report.

Margaret, the tax data is available on the website of NJ Division of Taxation. Winnetka! That brings back fond memories of taking long walks from the Northwestern campus on foggy mornings through the suburbs of Wilmette and Winnetka.

Maybe the headline writers don't know. You have provided a good explanation of the tax rates and assessed home values for Bergen County residents, or wanna be residents. As far as I know the tax assessor in my county doesn't do it that way, although the assessed value often does not match market value. This would be a good time to find out! Thanks for the post,

Some towns are so so much better run and have income generating assets. Have one local town that has hands down the lowest property taxes and due in part to frugal spending, a woodlot that is harvested selectively and the profit goes into the town coffers. Small Maine towns don't waste money and property taxes are a big question from the many FAQ any buyer of real estate... whether out of town, the country or local poses John and Jane Real Estate Professional.

Michael Shetler - Great blog post. Luckily real estate appraisers know that the only rate that really matters is the "effective tax rate." The sad thing is that buyers and sellers may not know that and can be easily mislead by news stories like this.

Around here it is not so much the High or the Low of the actual tax, people understand it is based on market value.  But some areas have higher rates and special assessments.

Taxes are taxes.  I've yet to have a buyer want to look at only areas with low taxes.  It really doesn't seem to be any search criteria I've ever had as buyer's preference. The titles of the articles are attention getter's, that's for sure.

The majority of buyers first focus on real estate taxes at closing (when they are prorated), when they get a notice from the escrow service saying the monthly escrow for taxes and insurance needs to be increased, or when they receive their first tax bill for a full year (non prorated).  As a former local assessor I've been on the other end of phone on these calls from uninformed buyers.

Richard L. Sanderson -- I noticed you're local!  Now when I have a client ask me about "why are taxes so high in Multnomah compared to Washington county?" I'll have them call you.  HA HA HA . . . joking!  The taxes reflected in the RMLS list sheet are pulled and auto-populated, and they seem to reflect the current tax year.  So there's no surprises, and taxes are a big part of the buying decision, don't get me wrong.  I've just never had anyone say, specifically, "I don't want to pay more than $2,000/year in property taxes."  And there are uninformed buyers, for sure.  I try to explain the taxes, tax year, mill rates, etc. to them as best I can with my very limited knowledge.

Great resource on the tax rates in your market! Here in Ohio school district taxes are separate from the mulicipalities - two houses can go to the same schools but pay different city taxes which affects the rates.
