-Special recognition of Boy Scouts troop 434, celebrated 50th anniversary.

Citizens presentation. Life scout working on his Eagle scout project built 5 wooden boxes to be placed at all 5 NRH fire stations for citizens to properly retire US flags. He will collect them every few months and then do the retirements of flags at their scout camp out.

Consent agenda items

-Approve Resolution No. 2016-003 supporting a Municipal Setting Designation (MSD) Application to the Tarrant Commission on Environmental Quality (TCEQ).
-Authorize payment to Physio-Control, Inc. for the replacement of (2) Lifepak12 defibrillators to (2) Lifepak15 defibrillators in the amount of $77,003.06.
-Consider authorizing City Manager to execute a professional services contract with Alpha Testing , Inc. for professional services related to asbestos abatement in the amount of $74,000.
-Approve reimbursement Resolution No. 2016-004 for FY 2015/2016 Capital Improvements Program (CIP) items not to exceed $2,115,000.
-Award Buy Board Contract #423-13 to Shade Structures, Inc. for shade structures at Adventure World Playground in the amount of $146,933.04. APPROVED.

Public Hearing

-Public Hearing and consideration of a request from Big Red Dog Engineering for a SUP for a Detention Pond on the proposed Athlos Academies Charter School site located at 6601 Glenview Drive & 4131 Rufe Snow Drive. PUBLIC HEARING CONTINUED FROM THE JANUARY 11, 2016 CITY COUNCIL MEETING. Also Public hearing and consideration of a request from The Charter School Fund, LLC for a Replat of Lot 1R, Block 1, Northglenn Addition on 12.847acres located at 6601 Glenview Drive and 4131 Rufe Snow Drive and consideration of an appeal to the City's Rough Proportionality Determination.

Traffic to the charter school discussed.  Intersection improvements needed to help with school queuing on Rufe Snow and Glenview. City is requesting mitigated traffic flow measures and another lane on Rufe Snow with a dedicated turn lane. Site ingress and egress needs addressed because of lack of ability to turn north on Rufe Snow out of the school.  Need to install a traffic signal at Glenview/Chapel Park so to turn left onto Rufe Snow to go north. Rufe Snow traffic would actually be improved  from what it is now(without the school) by 20% if school makes the changes. 

These improvements would be around $1.3 million, 80/20 split with Athlos paying 80% of them with a city-developer agreement. City designs and constructs the improvements along with getting the right of way easements.  Developer to also pay a 20% contingency fee down also in case obtaining the right of way easements costs more and goes above the $1.3million.

School wants to construct and get started by August 2016. Timeframe to construct street improvements would be about 6 months. City concern about construction timeframe of the school with permits and inspections with all of the other projects that the city has going on to make an August opening. City feels they have the resources to be able to make an August opening as far as the city's resources are concerned. 

3 citizens supported the project.  Contingent on several stipulations that need to be addressed. Councilwoman Rita Wright-Oujesky is for the project. She lives down in southern NRH and this area needs more redevelopment and she feels this is a good start in that direction for other businesses. Councilman Tim Welch was against the project because he felt the traffic wouldn't be mitigated well enough and wouldn't be a good improvement tax purposes for that spot. Councilman Barth had a concern about whether they can actually get the school done by August with their aggressive timeline but feels the pros outweigh the cons. APPROVED with one NAY.

-Contract to be awarded to Reliable Paving Inc for paving and sidewalk installation at Lynda Ct.  APPROVED.

-Award project to Tejas Commercial for construction of Susan Lee water line replacement. Currently cast iron and have had several main breaks due to age. $704,145.25. APPROVED.
