Developers and EDC

I find it very frustrating that developers and EDC continue to develope neighborhoods with major commercial industry and fail to address the issue of traffice until it has already caused a problem for those who live in the area.  To make matters worse by the time they decide to fix the problem we are in chaos for the next six months since the roads are torn up.  Whenever I attend an EDC meeting for Frisco or other areas I service I continously ask the questins"What are you doing to handle the increase in traffic as a result of all the development?"  The anser has always been the same, "We will adress it on a needs be basis."  Which means when it becomes a big problem then we will attempt to see what we can do to widen the roads or add on to the tollways.  Does anybody else feel this way or am I on my own?
