Here are notes of the North Richland Hills City council meeting. There has been a big to-do about the tax rate. The tax rate is staying the same as it was last year. Hopefully this blog will help explain.

Tax year 2016 tax rate public hearing. The tax rate is currently 61cents per $100 of value. It was 61 cents in 2015 and 2016. Proposed tax rate is lower than rollback tax rate but is larger than the effective tax rate. 2010 net taxable value in North Richland Hills was $3,602,317,711. There was some decline in tax values in 2009 through 2010 but then have increased each year since 2011. Net taxable value for 2016 is $4,599,695,190.
Each resident can get a 15% homestead exemption, and a $36,000 senior citizen/disabled person exemption. There is a senior tax ceiling. Seniors/disabled persons do not pay more in property tax unless they purchased a new home or added on to their existing home.
1/3 of the total tax monies increase to NRH is attributed to new construction.
The largest category of spending out of the general fund is for public safety, police and fire departments.
The tax rate isn't being raised it's staying the same. The 4 cent increase from a few years ago went to debt service to build the new city hall building. City reserves are down and money needs to go into the reserves account now.
