Where are the safety inspectors?

I was looking through some photos I took on my last trip to Paris, and I came across this balcony with all of the potted plants.  And I remember when I lived in New York, there was a rash of people getting bonked on the head by falling plants.  Along the top ledge, there are a bunch of terra cotta planters just waiting for a strong gust to send them crashing down.  Where are the city balcony plant police?

There are a couple of safety inspectors I can think of.

This one isn't so sure what to do.  He probably never did know.

And here is another one.

I don't think they want to deal with this one.

He's been to Paris before.

Given the chance, he would probably deal with the problem.

But, had a potted plant done its job the first visit, a whole lot of mess would have been cleaned up really quickly.

Maybe that's why they leave the pots on the balconies like that?  National defense?

They do look pretty up there.  Perhaps the railings will save someone's head!

Interesting - I never would have thought about that being a safety issue!  I like Ed Silva's idea of it being a hard-hat area!

I wouldn have thought how pretty and never given a thought to the winds or danger. Now I will think about that whenever I see plants on the ledge.

William, the victim might be too far gone for an attorney - maybe the heirs would call the lawyer.
