USDA Rural Development loans provide eligible borrowers with a 100% loan to value (no down payment) mortgage to finance their home purchase. USDA can be one of the most attractive financing options. Two basic eligibility requirements must be met, in addition to basic mortgage credit and income requirements.
First the borrower’s household income must be below maximum limits. For 2016, in Hamilton County and surrounding counties in TN and GA, the income limit for a household of 4 persons or fewer is $75,650. For Hamilton and surrounding TN and GA counties, the income limit increases to $99,850 for a household of 5 or more persons.
Second the property must be in an eligible area. Chattanooga proper is not eligible because the USDA Rural Development program targets moderate housing in areas classified as rural. Several areas in Hamilton County though are eligible. The basic boundaries in Hamilton are along Thrasher Pike, Hunter Road, and Ooltewah-Ringgold Rd. The eligible areas include much of Soddy Daisy, Ooltewah, and Apison.
