Yes folks it is true to those of us who live in the (3) unfortunate municipalities of either City of Aventura, Town of Highland Beach or the City of Miami Beach. You need a building permit for tile installation. Although it is not part of the Florida Building Code, a municipality can go beyond the code and your contractor is responsible to pull the necessary permits.
The reason for this is due to most of the residential community residing in condominiums. The building dept wants to insure that the proper cork underlayment is installed in the interior and that a protective membrane is installed on all balconies. In Miami Beach, you are also required to submit a pull test performed by a structural engineer. In one way it is a hassle, but in another sense, it keeps unlicensed uninsured contractors from working in the buildings. It will also keep the shoddy contractors from installing hollow tiles on the balcony. You can imagine how many tiles have flown off the balconies during hurricanes!
