Philadelphia Gas Works also known as PGW, had a rule in the past regarding placing liens against the title of property for unpaid gas bills. This rule put landlords in a terrible position. If the tenant or multiple tenants failed to pay the gas bill, the property owner would be required to pay the lien when selling the property. It was not uncommon for property owners who had tenant occupied homes, to have multiple liens on title and stuck with paying them off at settlement or not even being able to sell at all because the liens were more than the sale price.
Well, just last month a new rule was put in place. It reads as follows (source:Phila.gov)
Landlord Cooperation Program
The residential Landlord Cooperation Program (LCP) is offered by PGW to Philadelphia’s residential rental property owners (landlords). Property owners who provide full and complete cooperation and compliance with LCP are not subjected to the placement of liens on registered properties.
Properties that are NOT eligible for residential program include: Commercial/industrial properties; Properties with a single meter supplying service to multiple premises; Owner occupied properties; Properties where the landlord is (or legally required to be) the customer of record.
