Padaro Lane in Santa Barbara
The Santa Barbara Board of Supervisors voted 3-2 to approve an ordinance banning Short Term Rentals in unincorporated Santa Barbara County (including Montecito) this October. The Board voted to prohibit Short Term Rentals in residential zones, agricultural zones, and mixed use zones, while allowing "Homestays" in residential and AG-1 zones, with restrictions.
A Homestay is a short term tenancy in which an owner or long term tenant of at least six months is on the property at the same time as the short term tenants. The Board voted that a Homestay cannot exceed the rental of more than three bedrooms. A homeowner can only apply for one Homestay license, must have a nuisance plan in place, and those wanting to apply for a permit may do so in early 2018.
Short term rentals will be allowed in Commercial zones as well as a new overlay dubbed the Coastal Zone Historic Overlay Zone in Montecito. This zone spans from South Jameson Lane to the Beach between Danielson Road and Posilipo Lane. Also included are Edgecliff Lane, Miramar Beach, Humphrey Road, Eucalyptus Lane, and the Sea Meadow planned unit development.
