What you need to know about MD Property Tax Assessment

Having gone through the process from beginning to end, I want to share some insights you may find valuable when dealing with the State Assessment people.

Here in Maryland assessments are done every three years on property. When the market is hot the State is very quick to increase your property value. When its slowing down or declining they drag their feet or try to hold you off by various means.

Let's be brutally honest here. The assessment is a number that they pull out of thin air. It's a number they hope you will accept without questioning how they arrived at it. When I challenged the supervisor, they had no valid comps on which they based their assessment. It was a SWAG number!

I took the process all the way to filing for a Tax Court date. They called me a week before and started to negotiate the assessed value over the phone. Further proof that their objective is to maximize tax revenues, not deal with taxpayers fairly and honestly.

This is important to know.There is a document called the Property Tax Payers Bill of Rights

That has a statement early in the document that says you have the right:

"To appeal an assessment within 45 days of the Notice of Assessment and to obtain at no charge a brochure explaining the assessment appeal process and a copy of the sales analysis for the area in which the property under appeal is located. The owner of a property under appeal may also obtain, for a reasonable fee, copies of assessment worksheets for other similar properties."

You will get a letter from them denying your appeal if it is more than 45 days from the date of the assessment notice or 60 days from when you settled on the property. Do not be fooled.

Further down the very same document it says you have the right:
"To file a petition for review within ANY year of the three year assessment cycle."

If you are going to request a review, contact us so we can pull comps for your property to support your value as opposed to the guess from the State Assessor.

June will be here before you know it. Get a head start on the process by knowing your home value before the assessment notice arrives. If the comps come in lower than their number, then petition for a review. If higher then just accept their low ball number. Simple as that.
