Dear Tom,
Will they call in some people to collect things? The IRS personnel I know are furloughed. Some essential staff in other agencies are begging for gas money, so they can go to work without pay. I hope this gets resolved soon.

What the IRS news release says is - The IRS will be recalling a significant portion of its workforce, currently furloughed as part of the government shutdown, to work.
My understanding is that the IRS is about the only agency that has more coming in than it's costs, but Congress still under-funds them. It's political I believe.
