Has anyone besides me lately, had problems with the over- bidding of these properties? Seems like every time I submit an offer (full price) the agent says someone has over- bid us.

Overbidding is usually an indication of the bottom of a market or a market that is appreciating.  Either way, get your buyers to offer more effectively.

Yes, I am having that problem too, My clients are getting frustrated........what's worse is to show homes that are under contract, but the agent can't put it in the system because they are not allowed to

Yes, as an REO listing agent, we are getting multiple offers, and sometimes over asking price. I'm here in Southern California, I can't speak for other areas.
