I have heard of forced hot air -but forced solar hot water?

I know of at least one legislature that is getting ready to pass a bill mandating Solar Water Heating for ALL new construction. Does this interfere with free entrprise? What about individual rights to choose? What will happen to the incentive programs? In short is this really a good idea?
