A Building Inspector's job is to ensure that your new home meets code, not check systems and components to ensure that everything is installed correctly and working properly. He won't check details like door and window operation or alert you to any Miswired outlets (they're dangerous, but still work). He won't tell you because he won't know about them them. Unless you have your home inspected by a qualified home inspector, neither will you.

Chances are high that new stucco has been improperly installed, especially Exterior Insulated Finish Systems (EIFS) which is commonly called synthetic stucco. How will you know about the decay concerns associated with this material?

I find improperly-installed roof flashing, missing chimney caps, window wells which are not attached to the home, gaps through which moisture, air and insects can infiltrate and many, many other difficult-to-find problems created when a subcontractor or his employee makes a mistake or installs a defective component.

Some of these mistakes can take several years to become apparent but can be very expensive to correct. Having them fixed will be easier if a home inspector finds and documents them before the close of escrow.
