As a home owner you are at liberty to decorate, remodel, upgrade, or not, when a house is yours.
Of course you need to know your municipalities guidelines for major upgrades, and follow Home Owner Association guidelines, if they apply, before you make major changes.
But mostly you can paint, paper, decorate, furnish, plant, trim and create whatever type of setting you want, in and around your house, when it is yours.
If you are a renter, you have to ask permission of your landlord before you make changes. Landlords have guidelines they want their tenants to follow, even down to the color paint on walls. So check first before you make changes to your rental home.
But when a house is yours, when you make the monthly mortgage payments, and the deed is in your name, you have the freedom to be creative with your house, to make it fit your dreams, you have that power when a house is your own.
