There are millions of non-filers in the United States. The IRS considers a non-filer to be any taxpayer that has not yet filed a tax return that is due. Once a taxpayer decides to make things right with the IRS and their state taxing authority, they have to get into compliance before they can settle any issues with how much money they owe. The first step to doing that is to file the 6 most recently due returns. This can be difficult if you no longer have the records. (Or NEVER had them)

If you don't have your W-2s, 1099s, or other records you can request your Wage and Earnings Reports from the IRS. This will tell you what the IRS knows about your income for the tax years in question. These reports will probably provide you with most of the information you need. For many taxpayers it will provide everything that you need to begin getting those missing returns filed.
If not? A talented account can reconstruct these things from your bank statements and other records. It might be costly to have then recreate your income records, but it will be cheaper than the risks involved with remaining uncompliant. Penalties and interest will just continue to rise. Getting compliant will help you begin to crawl out from under that burden.
