My market operates different- as renovating an apartment in most cases requires approval by the building. You might want to retile the bathroom- but the board might require that project to replace the branch line plumbing since the building could be 75+ years old- and it's been 40+ years since the plumbing branch lines have been replaced. Contractors could face a maze of obstacles to do any work in the building.

From a market perspective- this impacts buyers interest in wanting an updated apartment since it can be a daunting task. Generally speaking- updated kitchens and bathrooms command a premium that can exceed the cost. Most buyers here don't want to invest the time or expense to update (other than pure cosmetic- i.e. refinishing the floors, painting, etc.).
