But is everyone happy. No, of course not. The school system, for example, while getting a heafty increase, fell $20 million short of its $137 million increase request. But that doesn't mean some of the money & services for school children isn't in there. One needs to look in the entire budget to see that programs to serve our children are covered in other parts of the budget such as health and human services. It is important to note that Leggett's plan proposes sending $14,370 per student in the county, among the highest in the region.

Other important highlights of the proposed budget:
- Meet the Charter Limit on property taxes by limiting tax increases at the rate of inflation and by providing a credit of $613.00 to owner-occupied residences valued at $475,000 or less.
- Add 43 new staff for the police department - 38 sworn officers and 5 civilian employees
- Expand library services by one hour for all eight libraries currently opened on Sundays
- Enhance staffing and apparatus for fire departments.
