When the Arizona Department of Transportation (ADOT) decided to improve SR 179, the decision to put traffic circles or roundabouts became a very local issue. Citizens were split. There were many meetings to decide the best course of action. The decision was finalized, and twelve traffic circles were put in.
Uptown 2016 - No Barriers or Traffic Circles
Uptown 2023 - With Pedestrian Barriers
Just recently, two more traffic circles were added in the Uptown area, where congestion was historically an issue. The traffic flows well since all the Uptown work was completed. Traffic barriers were also constructed to keep pedestrians from jaywalking and cars from making U-turns which back up the traffic in both directions.
Of course, there are days when the traffic is more significant. But it is better overall. An additional bypass road is currently being constructed in Uptown to bypass the "Y," or what is now the "figure eight." See the map below. All the locals still call this intersection the "Y."
Most Drivers Have Experience With Traffic Circles
Drivers who understand how the flow works in a traffic circle do a great job of keeping the traffic moving. The idea is to find an opening in the circle and move in. For those who have not navigated a roundabout, there is no need to come to a complete stop if there is no reason to yield to traffic. If no vehicle is moving toward your position, and it is safe to do so, proceed with caution without stopping.
However, some drivers still think you are supposed to stop before entering the traffic circle. Drivers in the traffic circle have the right-of-way. Drivers who are approaching the traffic circle should yield to cars in the circle but should slow, yield, and proceed with caution. If a driver stops for no reason, it can back up traffic, as seen in the above image.
Are Traffic Circles Safer?
One of the arguments for the use of traffic circles is that they are safer. All vehicles approaching a traffic circle must slow down to navigate the circle. At a traditional intersection, head-on and t-bone accidents are a real risk that is lessened by the approach of the traffic circle.
