Thoughts and prayers for all who were impacted by the deadly/montrous storm caused by Hurricane Helene. Unfortunately, after disasters and tragedy, many scammers and bad actors or contractors pop up like toxins out of the ocean to areas with people and property in need. Once you know the contractors are legit, get several bids. Watch out of bids too high or too good to be true. Bids should be in writing, on company letterhead, phone and fax numbers, and address. Be sure to check those references. Review carefully before signing. These are extremely stressful times. Don't be swayed by pressure. Make sure the estimate is not a contract. Be skeptical. When in doubt, get legal or your insurance agents advice before you sign something even it's "just an estimate." Never sign a contract with blank spaces. Watch out for the fine print, such as costs may be higher than quoted, such as: "Homeowner agrees to the listed repairs for the value of insurance proceeds."
I do not know what your state laws are, but here in Texas, th Texas Department of Insurance says it is against the law for out-of-town contractors to ask for payment before they begin working and it is against Texas law for a contractor to waive your deductible.
